I was wondering about that too. Seeing as how some of the gms incurred the penalty I would infer that it is worth the penalty to avoid something. I find it kind of funny how people, myself included at times, will completely overthink the simplest task. In our squad of eight people, I think there were six different versions of cuff transport and nearly two dozen possible plans for cuff transport. Really?
