It looks like this may not be as big of a deal.

From some other quick looking around it seems it may have been linked to some lots that had quality issues and possibly just issues with not making sure the auctions had the right ITAR requirements, basically don't export this stuff.

Some of it kind of looks like they were just clarifying the definition of mutilation and the requirements for certifying it. Probably for low quality lots that they don't want to being used for reloading. Maybe someone was buying the low quality stuff on the cheap and reselling for reloading?

Dunno, only source I have is the Internet and conjecture...

If it is just a few lots of brass that were deemed to be low quality, why did our sons and daughters have to shoot it in in the first place, if it was such low quality?

Maybe this IS a big deal.

Scharch Mfg/Top Brass also notes this issue on their website and they have suspended all sales of 223 and 308 brass indefinitely. They have been a consistent source of quality brass for the last few years.

I wrote my US Representative yesterday and plan to write both my Senators today on this issue. Hope all of you will do the same. Back door gun control at it's finest IMO.
