Some of it kind of looks like they were just clarifying the definition of mutilation and the requirements for certifying it. Probably for low quality lots that they don't want to being used for reloading. Maybe someone was buying the low quality stuff on the cheap and reselling for reloading? Scharch Mfg/Top Brass also notes this issue on their website and they have suspended all sales of 223 and 308 brass indefinitely. They have been a consistent source of quality brass for the last few years.
