Sig max is a good choice. It's already got most everything needed.
There is a 45 RO for sale on the site that looks beautiful, and is all setup for competition too.
I think that CO is a step for people with vision issues and also for people who want open without a lot of cost. I don't think it's taking shooters away from limited because of ammo or fun factors. 40 is actually very nearly as cheap as 9. CO is minor scoring only, so cost doesn't enter into the equation for usage IMHO.
The tripps have a plastic or metal base pad depending on what you choose. In 45, you would have to be in lim 10 to use the 10 rounders I believe. I could be incorrect on that though. 40 and 9 are short enough to use 10 round mags in ss.

Hodgdon does not appear to provide this data on their website.
Also, slow powders will have a higher charge load than fast powders.
Case fill is a great point. Titegroup really doesn't fill the case at all. Powders like True Blue (and my favorite for 9,silhouette) make a double charge VERY noticeable.
