This is why they can let civilians shoot machineguns, Anti-Tank rocket simulators, suppressed sniper rifles at night w/ night vision, & throw hand grenade simulators, all of which are illegal in NY. Except MAYBE the AT simulator, it's only a 9mm tracer round, but the tube might be verboten. Not to mention the more mundane things like firing artillery, parachuting out of helicopters, & using high explosives to open doors...
