Why the tubing for the inner tube? Two reasons: First - I couldn't find anything cheap with a 5/16" id that was rigid enough for the task - copper was close, but at 5$ for 2' too spendy. Secondly - the tubing creates a bit of drag so they don't slide out too quickly. An added benefit is the pex holds the tubing reasonably straight and rugged enough to toss a stack of them in the range bag. There certainly may be ways to improve the design.
