It's pretty close. It will depend on temperature and diameter of barrel.
I have also 18" barrel cut down from original Colt barrel. It will make major above +5 celsius on my rifle.
DMPS used to make 7.62x39 barrels. I do not know if they still do.

Not really. You can use different 1911 springs on it like between 11lbs to 16lbs. That's what I do.

Come to Finland our SG championship match and you will see several Saigas and at least one Molot in action.
Answer to your original question:
Saiga IPSC or tactical version has adjustable gas system and Molot doesn't have one.
Molot has auto bolt hold open and Saiga doesn't have one
Both have magwells.
If the bolt is first generation on Molot it will broke after couple thousand rounds but you can replace it with Saiga bolt.
That is what I have done with my Molot. Mine was first gen version.
Here you can see my both versions:
Molot has now Dreadnaught industries mid barrel compensator or was it Alex Wakal production.
Saiga has now Maxrounds compensator (no possibility to use chokes after that, but I'm working on it)
Both SG's will use Maxrounds 20rd drums. That drum in the picture is not compatible with magwell.
It doesn't seems to make major PF with 123gr bullet on 16" barrel. 2315ft/s means PF 284
It will need heavier bullet for major loads and that means snow ball trajectory.

Then there is new rule discussion if they are going to deny devices which holds ammo on 2 rows.

That is the reason why I asked external dimensions of that holder.
I want to be sure it qualifies IPSC rules before I buy it.

The guy is one of the open division top shooters in Europe and knows Saigas and Molots.
We had 1st part of our 3gun IPSC tournament last weekend.
It was SG match
Raine Peltokoski was shooting on open division with his standard M1 Benelli.
He beat the crap out of us Saiga and Molot shooters.
Second best got only 78.57% and 3rd 74.05%
I got only 53.37% I had 10 FTE's
10 stage match and round count was aprox 140.
180 competitors on that match.
One curiosity of that match was that pump action shooter won the standard division.
IPSC rules do not force the maximum range shooting distance. It can be anything from zero -> infinity but basically at least here in Finland it's 300m.
I prefer that CD-I reticle because there is circle also and it's good for CQB stages.
The light is little bit dimmer than in LD-I reticle.
