Jay Now that they changed this rule, they can't change equipment rules for another 2 years but are in the process of amending the rule book and part of it is amending equipment rules. Why didn't they just wait and do this when they amended the rule book? They put themselves in a bind, if they follow the bylaws they can't amend the equipment rules in the rule book update. Changes as required to comply with federal laws ii.) Changes or clarifications which, approved by the BOD with consultation of DNROI and the instructor corps, would loosen restrictions or otherwise expand allowed personal competition equipment for a specific Division Notice of all such changes must be published in the board minutes three months prior to effective date.
