The topic is gun "buyback" programs, Smitty. The picture is the result of one such program, as indicated in the accompanying quote. Try and keep up.

I wonder why the AKMs are piled separately from the SKSs and others. Maybe they are going to be redistributed instead of scrapped. You might be in luck, Flex. Unfortunately, there are no Collector grade or Rack grade rifles available, only Pile grade.
