open17 Posted July 27, 2008 Share Posted July 27, 2008 Level one USPSA match. We use walls that have about a 18" gap between the bottom of the wall and the ground. Shooter engages and knocks over a ground level steel plate that is visible under the wall. What's the correct call be the RO? According to the rules it should be Range Equipment Failure and a reshoot. Correct? All props are hard cover. Walls"extend" to the ground. That would be my call. 2.2.3.3 Unless otherwise specified in the written stage briefing, all such barriers, walls, vision barriers and snow fence barriers will be considered to go from the ground to the height as constructed. 9.1.6.2 If a bullet strikes wholly within hard cover, and continues on to hit a plate or strike down a popper; this will be treated as range equipment failure (see Section.4.6). Seems like there ought to be more than that, but if there is, I can't find it, unless the WSB specifies a penalty for engaging below the wall. I suppose that in the case of blatant actions, you could make a case for unsportsmanlike conduct, but that might be tough to make stick, since the rules seem pretty clear.
