shotgun mag extensions - 9 round limit

Anybody know why shotgun mag extensions are only being made to a 9+1 length instead of a 10+1 length?

I can get 10 +1 in my extensions.

What extension and what shotgun. I get 10+1 in the remington. SSI has 10+1 for the benelli.

Try different brands of ammo.

The cheap Rem. Gun Club shells that my 1100 loves have inconsistant lengths.  Some lots are too long to get 10 in the tube.  One of these days I will clip a coil or two off of the mag spring to see if that helps.

I have a Rem 1100 with a TacStar "10 shot extension". It only holds 9 rounds. The Choate is the same way. I called Choate and they told me it's because the AWB limits capactity to 10 rounds. Unlike pistol and rifle mfgs, they apparently are counting the shell in the chamber. I read nothing in the text of the AWB to that effect, only that the "high capacity feeding device" is limited to 10 rounds.

Any thoughts or ideas? Is then a shotgun magazine that holds 10 rounds (+1 in the chamber) illegal according to the AWB?

Marketing tradition is they call it an n-round extension, where n = chambered round + (how many you can stuff in the magazine with the extension).
