How are they figuring classifiers with pcc? What are they basing it off of?

Not exactly sure what you are asking but a pcc shooter will have to shoot at least four classifiers to get classified. The high HF for those classifiers are the same as Open division.

I'm saying if i shot 6 classifiers, and they would be at 80% in open, I'd be A class?

Yup, and I am guessing that you want to use one of the classifier calculators to see how you did, right?
