I believe there is an 11% excise tax on fully assembled rifles.

The lower receiver is the "firearm". Doesn't matter if the upper is attached or not.

Yes, but if the rifle as sold by JP as "complete", JP is on the hook for 11% of the whole gun.

Sold just as a lower, they are only responsible for 11% of the lower.

The firearms excise tax is brutal and ridicoulsly complex. I went to a half-day seminar at SHOT a few years ago put on by BATFE.... and I swear I knew more about what to do before the class than after. :surprise:
