I saw on the rifle builder on JP's website that you can buy an upper and a lower for about $300.00 cheaper than you can buy a complete rifle. I don't know much about this but why would that be the case?

Make sure that it's an apples apples comparison. Which one are you looking at?

CTR-02 18" $2634.00 for the complete rifle. The upper and lower seperately are $2228.00. $1499.00 for the upper and $729.00 for the lower.

I believe there is an 11% excise tax on fully assembled rifles.

For whatever reason it looks like you are correct. Using the rifle builder program, it is cheaper to buy as an upper and lower than it is as a complete rifle.

Yes, but if the rifle as sold by JP as "complete", JP is on the hook for 11% of the whole gun.

Sold just as a lower, they are only responsible for 11% of the lower.

The firearms excise tax is brutal and ridicoulsly complex. I went to a half-day seminar at SHOT a few years ago put on by BATFE.... and I swear I knew more about what to do before the class than after.

I had this exact conversation with JP. It's the excise tax. Also they said they would not sell you the upper and lower separately within 30 days of each other.

We can all thank the war of 1812 for the excise tax, it was levied to fund the war and was never repealed.
