In action pistol, can I start a stage with my Sig 226 with the hammer back? I.E.,can I cock the pistol before the first shot?

Must be hammer down [decocked] in the holster. You may thumb cock before your first shot. It is MUCH faster to invest the time practicing making that first shot double action.

Actually no. If he does I would have to DQ him. Correct me if I'm wrong, but the 226 does not have an external safety. That would mean he has a hot gun with no safety applied and the hammer back. NOT ALLOWED.

The gun is hot with the hammer back after the first shot even if he shoots it double action. If the gun is holstered with the hammer back and no safety, I would agree with you DQ.

The Sig 226 is DA/SA. There is no seperate safety so the start postion must be hammer down on the fireing pin block. This applies even if shooting Limitted or L-10.
