the IPSC in Israel began at early 80's when 3 Israeli pistol-fun shooters went to California for buiseness and they went to firing range. One of them ( Avi MOR) was amazed about the proffesionalizm of IPSC shooters. So all 3 of them started the sport in Israel.
The days were bright then in Israel gun -market.
Eather you had 1911 colt, 7 round MAJOR or High-power Browning 9x19 minor. that was it. IF you were REAL-DEAL shooter you updated it with sport sights, free- falling mags, extended mag for 8 rounds and was it.
So then CZ landed and brought 16-round in the mag at the end of 80-th, then the it was big boom when Glock arrived in 1991-2 I belive. Even Para-ordnance that landed and brought the double stack 45" did not impact as much.
But in IPSC lately ( for about the last 5 years) the CZ-shadow and Bull-M5-IPSC pistols is what it counts. At the last 2 years the SVI-STI and Infinity were seen at hands of the top 5 shooters, but still the Israel Production champion that competes with regular CZ-shadow can be as good as ( if not better) to any SVI-STi Major shooter
The limitations in Israel are huge.
In order to get gun license You have to compete in IPSC for 2 years ( but if you do not have a weapon eather you rent it on the range or ask for a friend), you have to compete at least 4 competitions per 9 month.
The limitations of safety - all metal plates/poppers must be at least 15 metters ( 45 feet) away. The muzzle must not flip above the wall ( that would be depending on the range, but it is ussually 30 degrees up- so any mag-change-unloading would be LOW), and muzzle should not flip left or right beyond the "red limmit log".
