I shoot for Hear-Pro, and yes, they are awesome plugs. And, yes, they can be had for less than 4 figures with one of the match specials and/or a discount code. Just gotta be patient for one of the specials.
Brad has a bit of insight on options for military use and what might be best suited to meet all your needs, but I can assure you that you will not be disappointed with the performance of the AMP39's for shooting 3-Gun, etc.

I've been running a Nordic 18" for about a year now, and it has been great for me. Not crazy expensive or too heavy either.

I feel like the Frankford stuff is just a bit dustier whether its corn or walnut. Not sure how challenging it would be, buy I think that shaking the stuff on a fine screen would make a world of difference. Almost like FA crushes it and packages it without "cleaning" it all.

With all the short projectiles, just have to seat deep enough to work. I've sometimes ended up with oal's a little shorter than I would prefer. I think there is a little trial and error depending on exact bullet and platform. I've used the 110 Vmax, 110 spire points, some .30 carbine round-nose bullets around 100-110 grs, plenty of 125's and 135's. Different bullet profiles will need different seating depths/coal's to run right. As long as the bullets don't move around under recoil in the mag, I wouldn't worry ab exact amount of crimp.

Have you tried custom plugs yet? I think they are worth consideration at the very least. Nowhere near as hot or bulky; I personally can't use muffs with any long gun. Plugs can be had in passive or electronic versions. And the better custom molded versions are quite comfortable. I shoot for Hear-Pro, so I would direct you to their webpage for more info. Hell yeah! You want as many as you can make run RELIABLY. That is the balance you must achieve. Three-legged stool: Capacity, Reliability, and Cost. You can pretty easily sort the type of relationship. Each time you change one leg, the othes will shift as well.

You need to change the guts. If I'm understanding correctly, you have the Rescomp tube, black and shiny, says 138mm on side, vertical slots toward bottom. These tubes will hold 22 with the right guts and some tweaking. If you are only interested in 19-20, I will be happy to swap tubes with you.
And, yes, some of the additional capacity is gained through thinner walls and they do flex a little.

For run and gun, the Tac30 with its heavy, bright reticle seems better, but for the longer range stuff that seems to comprise the majority of the rifle portions of bigger 3-gun matches, I think the CMR reticle would be at least as good if not better. I shot Task Force Dagger a few weeks ago, and I don't even think the illumination was helpful/needed. It was all about knowing your holds out to 400+ yds.

Burris is definitely brighter, but the Hi-lux has a pretty decent reticle for longer range shooting. The HiLux reticle is a bit finer, so its easier to see smaller targets at a distance.
And, I've got the Burris 1-4 NON-MTAC, and I don't think the extra $100 gets you much extra.

I would think that a 6-8 inch group would be quite acceptable at that level. But action pistol sports involve so much more than what is needed to shoot a decent group. More important wpuld be how quickly you could draw from holster and engage 25 yd target with 2-6 rnds, reload ("speed" or "with retention" depending on which game you wanna play) and put 2-6 more rnds on target and keep all hits in the "middle"
7 yd "Bill drill" under 6 seconds (all hits in A/O) may be a place to start.

You will NOT be disappointed with either of the Hear-Pro 39's. I mostly use the AMP39's myself regardless of the type shooting/match. As Mark has mentioned, they are perfectly fine around open pistols and 16" AR's with Titan and Rolling Thunder comps. They are plenty comfortable and don't interfere with long gun cheekweld like muffs. And, yes, the "39" material is that much better.

Going against the flow here...
I've got a bull barrel TRP with rail and adjustable rear sight. I don't recall having had a single hiccup out of it. Shoots great, little heavy(but that helps with recoil in full-power loads), not SS or CDP legal. I can't help much with comparison, but I've been very pleased with mine.

I'm about 12K in on a .40 Pro with major ammo for Limited. Mostly stock parts with work done to them. Put in full-length guide rod and lighter 14# spring about 500 rnds in. It still runs like a top.

I started USPSA in Singlestack. Bought a M&P Pro .40 to get into Limited, and it served me VERY well and still does. Easily got me to a number of B and C-class wins. Not a dang thing wrong with running it in Limited. And, it feels that much better when you best all the shiny custom '11's with a plastic gun.

I went home once for dumping my 590 with the slide racked open/back (pump gun). I thought I had emptied it, but there was still a live round on the lifter. No way the gun was gonna fire without someone manually closing the pump action though...
It was completely safe, but not safe enough.

Haven't experienced it personally, but my understanding is that titegroup isn't recommended for lead. TG better
for jacketed/plated.
