Singlestack holster question

The rules say that the front strap of the gun when holstered must be at or above the belt. Does this mean any part of the front strap or the whole front strap? The front strap of a 1911 is of course at at angle in most holster positions.

Say you have an 1 1/2" belt, does the front strap have to be above the top part of the belt or bottom? At or above belt implies to me I can lower it a bit as long as the front strap doesn't hang below bottom edge of belt.

From the draft 2008 rules:

Holster restrictions Suitable for everyday use. "Race gun" type holster prohibited.

Must carry pistol so that the front strap is at or above the top of the belt.

May not be manufactured or cut lower than, and must cover the slide up to,
