In 38 special I had used 4.4 Titegroup for 940 f/s, 3.3 Titegroup gave 720 f/s (115pf). Titegroup will work fine, it's designed to ignite even in large volume cases and give good accuracy. Great success with TG in both 38 Spl and 38 short colt brass Agree with above quote regarding amount of TG and unburned powder. Seems to like it on the higher end of the charge spectrum.
