Yes. See Point 17.3 of Appendix E3 in the January 2012 Edition of the IPSC Handgun rulebook.

I can't imagine they would make the weight limit without cutting weight somewhere else. That's a lot of brass.

I clicked on the link but just assumed it was anodized aluminum. I'm sure they weigh too much for your gun to make weight.

With variances to individual weight from the factory, how much more can a gun weigh over the published weight on the roster? +2oz?

Unfortunately I don't see the weight posted for them. They just came out. It would be a really expensive purchase to have not make weight. After conversion I think they are about 230 US.
