Chrono is good (tested with known rounds), metering problems on the 550 possible, but not likely, only thing might be the mixed brass? That or, just the thin cold Canadian air? At 1355, that should give you only 168, which is a little low for USPSA. I am assuming you are going by the 160 IPSC PF? If so, then yes, that would be a little high for you but not bad at all.
