Does the round fit following the seating operation before the crimp station? Try to find to operation/station that causes the bulge in the base since you say it fits once sized and deprimed.

You might be belling the case too much and when you are using the Lee FC Die you might not be fully resizing after the the crimp and leaving a slight buldge just above the extractor groove. Basically getting something like a glock 40 case buldge. Try just belling the case mouth enough to set the bullet without it falling out and make sure that the Lee FC die is going down to the extractor groove. Remember 9mm is a tapered case & 40 S&W is not. Buy a box of 9mm White box and try those, if those work then setup your dies to mimic the WB measurements. If it does not work, the after market barrel might have a tight chamber and a little reaming by a good gunsmith would aliviate your problem.

White Box 115gr. 9mm FMJ

At case mouth 0.3754

Just above extractor Groove 0.3856

OAL 1.158 on average

Don't know who's bullets Winchester uses but it is a hollow base 0.3540

My reloads:

At case mouth 0.3766

Just above extractor Groove 0.3860

OAL 1.143

Bullet is Berry Plated 115 gr FMJ 0.3550

Some chambers shave short and tight freebores/throats. TC profile bullets require a shorter OAL because the sharp shoulder engages the rifling sooner. If you look at Hornady's data, you'll find they recommend a very short OAL for their XTP bullets. MG bullets have very similar dimensions.

try using a factory round, if it drops into the barrel with no issues then try to duplicate the factory measuements on your reloads. if the factory round will not fit the barrel then the barrel is suspect.
