First off Jax, you are absolutely correct in calling for a DQ on both of these shooters. EXPERIENCED shooters should know better. With that said I would have to consider the following:
Both of these shooters are new to USPSA and might be having their first experience shooting in an organized match. Possibly have been shooting a long time but not around a crowd of people. Is calling a DQ on a guy who stuck a loaded mag in his holstered pistol going to give him the motivation to come back next month? Probably not.
At my club a situation like this would probably have been handled by taking loaded mag guy aside and explaining what he did wrong and stressing the importance of the safety rules. This would be the perfect time to provide a clear understanding of gun and ammo handling rules along with the do's and don'ts of the safety area. While safety must always be stressed I don't believe calling a new guy out in front of all the other shooters will boost his desire to come back and hang with the fellas.
As for the guy breaking the 180 I think he would have been done at the point he was stopped by the RO. Again with a new shooter I could be a little more lenient about the DQ but I would have cleared and holstered the guy at that point. His lesson would have been about the 180 rule and how the could have backed up safely to engage the targets he missed. An explanation of the scoring system and how the shooter is penalized by missing targets, FTE, etc... could be discussed at this point.
I guess my point is that with new shooters we must nurture them along while maintaining a safe experience for everyone. I have been fortunate enough to shoot at a well established club with a large number of experienced shooters.
I have seen a lot of people come and go through the years, including myself, and realize that some of the dumb mistakes I made were grounds to confiscate my guns, run me off the range, and possibly put my picture up in the post office. Luckily I had the benefit of good guys helping me learn what is acceptable and safe.
Hope this isn't too long winded but I just believe in promoting our sport and encouraging participation by making a mistake a positive learning experience that will bring a guy back for the next match...
