your rod is bent. Powder measure needs to be turned clockwise . To line up with the bracket. Then looking at your picture . Rod needs to be bent back to the right. Almost straight. Have had to adjust(bend) several for club members who could not figure this out.

You are at 185 ish power factor. I would reduce to 170ish Power factor.

Haven't used 244 a lot.Just tried it and moved on. But 3.2gr gave me 895fps average in a gen 3
Glock 19 and 935fps in a gen3 34.
You could be just receiving bad data from your chrono.

How do you know your velocity is low?

Loose jackets. weigh variations. Like less than 90 gr to slightly over . By now I would hope the issue has been fixed. Haven't opened the replacements. To see. Just don't have time .

I would stick with the V1. I ended up returning .The v2 due to manufacturing defects.

For your use it would be fine. They all make noise. Doesn't matter wet or dry.

I am going to say this one last time. As a custom ammo manufacture. I tried Promo powder. I could not get it to meter consistently. Much below 4.0 grains. It started off great.Then it would very . Up to .8 per drop. Worked ok if I stayed at or above that 4.0gr. Most of that 1k pounds. Was sold off to shotgun shooters. There's a reason why Alliant only has Data for shotguns.

Usually load 40/50000 between cleaning dies/press. Never seen oneshot (a case lube)cause a stuck case . (With pistol cases).So how could that be?

marksman barrel is not traditional rifling. if you look closely. you will see it just a different. polygonal rifling maid to look like traditional rifling. get an endoscope and look.

Have both a 507C and a 407C. The 507C has the option for the circle dot or just the dot. The 407C is just a dot.

Recently went to a Hollosun. I know it's a small dot but has been working for me.

Don't know where the magnum primer comment came from...Mars? I use small pistol, small pistol magnum. small rifle, and small rifle magnum interchangeably without any variation separable from the normal distribution of results. These results from a 0.40 cal Atlas Nemesis and a Venom 9 mm shooting 9 major.

Believe you said you had a couple of other powders.That you could use. Why not try one of them.As a test to see how consistent. One of them will meter.Belive you said you used the Xsmall powder bar. Try the standard bar. Some of the shotgun powders .Actually meter better when using the rifle bar.So going up one bar size could help.

Had this happen one time. Any possibility that you got a pistol primer in that case instead of a rifle primer? The powder did not ignite for some reason. Are you sure that the cases are dry? Sometimes it takes more than 15min for Hornady one shot to flash off.(dry)

Look at your rod. The place it is bent is the z at the top. Not the length going down. That bend is supposed to be there.
