What was the name of the company that was making them? What issue of the Blue Press was it in?

There are several good smiths that can build you a short range precision rifle. Are you looking to replicate the XM3 as it is pretty easy to surpass it for way under the $9000 price tag IBA is chargin. GA Precision has a rifle you can order called the Gladius. Its an 18" 700 based gun that absolutely rocks and disproves many myths about barrel length.

I think the company was located in Arizona or New Mexico, but I could be wrong.

Any good custom builder can build you a rifle with as short of barrel as you want. That said I would look at distance being shot and load being used before jumping into a short barreled rifle especially for long range.
