I value my right to keep and bear arms higher than that However, adding capacity to a legal highcap is perfectly ok, as is getting a new tube welded up. I shot a Caspian 27-round stick that he welded [and plated] & it functioned perfectly for 5 years of shooting, average [back then] of about 6 matches a month. He also made a beautiful slide racker.
