The straight bill and scissor tail say tern to me...although I couldn't find a good enough picture to identify it on Cornell's ornithology webwite. Sterna maxima - see Bridge et al., 2005) is a seabird in the tern family Sternidae. Edited to add one more capture to check the ID.
