RTS2 - Lock Screw in the back?

How does this work? I just received my open gun with an RTS2 and I am trying to figure out what it does. I can feel that it locks clockwise, but even when I do that, I still can move the elevator screw on top and windage screw on the right side. When it is locked, does it allow you to move the elevation/windage screws but still locks the sight?

Thanks Echo; that is very good to know! I just got back from the range (lol had to test it out!) and it looks like when the lock screw is on, even if I move it, it does not change POA. I should have read your reply sooner, because I was definitely adjusting it while it was locked and it took me 40 rds to figure out it needed to be unlocked before anything changed :/

I did not get the instructions with the gun and it's not available online. Thanks for the obvious suggestion.
