Browning HiPower magazine safety and practical pistol competition

My father gave me one he had a S&W revolver rear sight installed on, and the magazine safety removed, and he keeps bugging me to shoot it in practical pistol competition. Do I understand it correctly that USPSA allows it without the magazine safety? Do I understand it correctly that IDPA used to ban it, but now allows it?

I used a BHP without a mag safety for years in USPSA - RO's went berserk that

I had to "INSERT" a mag to "Hammer Down" before I removed the mag safety.

Don't know re: IDPA.
