StealthyBlagga
We did something similar in our June monthly 3-Gun match - a shotgun or pistol stage with 48 knock-down steel targets, and a 20 second par time. To keep it simple, we scored everyone 20 seconds (nobody came close to cleaning the stage) and then applied the normal +10 seconds for each unhit target. For sure the result was not totally linear, but then again why should it be... regular 3-Gun stages usually are not either. This scoring method worked, and was easy for officials to administer and competitors to understand. For a one-time stage idea it worked OK, and most folks found the concept to be interesting and eye-opening. If I was going to do this a lot, I would run the entire match as a par time event like the Pro-Am, and use points per hit. It sounds like a lot of fun.
