See the specs of each here: http://www.oldwillknottscales.com/my-weigh-gempro-500.html http://www.oldwillknottscales.com/my-weigh-gempro-250.html The 500 has twice the capacity of the 250 (1543gn vs 772gn) but the 500's resolution is only 0.05gn while the 250's is 0.02gn. Since the additional capacity of the 500 is of no benefit at all when weighing powder charges you want the 250 and its higher resolution.
