Action Pistol Rule Interpretation

Chief Referee: Don Martin

The following action is tentative until the official Rules committee meets and makes a ruling for next year’s event. However the following ruling is in effect for the 2010 MidwayUSA / NRA Bianchi Cup. This is done to conform to other disciplines and to make it easier to use firearms that are legal in other major matches.

Production Firearms

Rule 3.2.1 e

Barrels:

Barrels may be replaced with original factory barrels with the same configuration of the original barrel. Modified to add: Aftermarket barrels will be allowed if they are the same length, contour and caliber as the original barrel for that particular gun. There can be no modifications to the slide or frame to facilitate the use of the aftermarket barrel. Any such modification will push the gun into the Metallic Class.

3.2.1 Production Firearm - The intent of this rule is to encourage the use of Production Firearms as manufactured and promote NRA Action Pistol Shooting at the “Grass Roots” level.

Although this is tentative, is there any chance that same could be permitted at any of the half dozen or so Action Pistol regionals during the remainder of this year?? That may help increase the participant numbers at the local level, which I'd rather see sooner than later.

Ken,

This interpretation is for the 2010 MidwayUSA / NRA Bianchi Cup, made by the Chief Referee of that Championship and does NOT apply to other Matches in 2010. Clarifications and Rule Changes need to be done by the NRA Action Pistol Committee, and that meeting will not be until the fall of this year.

Is a stock S&W revolver fitted with a 6" Colt Python barrel Production legal?

My opinion would be no, it would violate the intent of the rule.

Although I think the ruling has some merit, its' timing is not fair. There have been a number of persons over the past few months, maybe even a year, whom have suggested same. They were denied. Some went there merry way, while others shot their inferior barrel so as to comply with the rules of PRODUCTION, i.e. as produced.

Now a month before a National Championship the rule is modified to accommodate someone or some group of someones. How is this balance with the intent of fairness to the rest? Again, I think it is a good move, but the timing suggests a sudden rule change to accommodate someone. Why else would it have been done at such a late date and ONLY effect the Bianchi Cup Match? My guess it likely has something to due with the serious prize money for a first timer in Production.

Further on the intent and spirit of Production! Most brand new out of the box revolvers must be sent to a gunsmith to be modified so that the single action will hold 3.5 lbs in SA mode. This is a situation which should have such "special consideration" falling under the intent and spirit of Production class, as produced, and offers no competitive advantage since shootings with revos is all DA..

Finally, to be clear, I think such as ruling a month before the major event is good for someone, but lacks fairness to those that specifically asked, and they were denied as changing to an aftermarket barrel would not be within the spirit of Production. How is it fair to our international shooters, who had to declare their firearms perhaps months ago, and some have already keft home with a "modified" PRODUCTION gun in their safe?

Someone raised a question about revolvers. I will ask it a different way. In Production could someone replace the existing barrel of a revolver with an aftermarket barrel if it ws the same length and configuration as the original? If not why not?

Now the barrel issue, there has NOT been a rule change, this is one of the bad things about trying to keep the shooters informed. The definition of OEM is An original equipment manufacturer, or OEM, manufactures products or components that are purchased by a company and retailed under that purchasing company's brand name. OEM refers to the company that originally manufactured the product.

That doed NOT mean you can replace the barrel with any barrel you wish.

Aftermarket is not OEM by definition. Is the NRA now saying that Aftermarket barrels aren't allowed? When you just said they were? Please clarify this before Monday so I can hopefully salvage some of my money from this supposedly legal modification which you are now saying isnt' legal.
