I believe it to be 11 total, yet I see Jerry Miculek running the new DPMS clear extension tube that max at 13 + 1 and DPMS advertising the new 13 round tube will be great for 3-gun competitions. Doesn't matter how many the tube holds, or how long it is, only how many are in it. Someone else will have to answer for the other variants of multigun rules.
