BrianH Posted June 30, 2002 Share Posted June 30, 2002 I've asked the first part of your question before, and the consensus seems to be that there will most likely be no changes to the open magazine cap issue, as there seems to be nothing on the table at USPSA (as far as I know). As for building a hi cap mag from scratch, its a federal crime. You can replace parts on what is known as a "pre-ban" mag, but nobody can build their own; kind of like manufacturing your own receiver. Link to comment Share on other sites More sharing options...
