Scoring responsibility ?

Edited to make sense since it was split from another thread.

The original statement to my understanding was something to the effect that a shooter may have gotten a re-shoot because they were scoring targets "ahead" of the RO and challenged and there was a miss scored by the RO and then taped by a competitor before the shooter could view the target with the RO as they were not following the RO. This may not be what happened but it brought up a something to discuss.

Question:

Is it the RO's responsibility to make the shooter is present when the target is scored or the shooters responsibility? Shouldn't a scoring question be made imediately, before it can be taped? At big matches I've been to the RO just yanks the target and they put up a new one and keep scoring. This seems to matter otherwise it would be easy for the shooter to gain an advantage over the RO. If he is not following the RO as they score the targets and scoring ahead of the RO, can any shooter dispute a target that is taped after it is scored?

I think that it is the shooter's responsibility to follow the RO and check the targets.

The RO goes first, then the shooter, then the person taping the target.

If the shooter has a problem with a target he can wait by that target and call the RO back.

This prevents the target from being taped.

9.6 is the relevant rules section. Yes, the score must be challenged before the target is taped (9.6.4), and yes, it's the shooter's (or his delegate's) responsibility to accompany the RO to verify scoring (9.6.1-9.6.3). Once a competitor has indicated a desire to challenge the score on a target, the target cannot be pasted until after the dispute is settled. If Daniel's description is accurate, the shooter was not physically w/ the RO, but disputed the score on the target before it was taped. Following his request to have the RM examine the target, it was taped, violating 9.6.7, requiring a reshoot.
