Yes we do, But if I'm on an arb comity, and when interviewing a witness they cite a non published rule or ruling as if it were a rule I will question them extensively on it. if that person were the DNROI it would change nothing. last I checked the DNROI is still a human and is just as likely to be in error as the rest of us, I know I personally get mixed up with rules form past rule books that are not the current wording, and I'm sure the DNROI would have the same problem as well as with rules changes that are under discussion or even decided but not actually in effect yet.
