Running with the Safety on!?!

Whether it is better from a safety perspective or not, what we are talking about is a rule that would be enforced with appropriate penalties. From that point of view, I say simply that it is an unenforceable rule. An RO will never be able to see if every shooter safes a rifle at every relevant point in a CoF, which means some people who don't engage the safety will get away with it and some people who do engage it and are too smooth doing it will get penalized because the RO is convinced he didn't do it. It also introduces subjectivity on the part of the RO that is best avoided. Moving from one side of a barricade to another, maybe two steps—is that "moving" or not? Crossing 15 yards laterally with a couple of engagements, but maybe several steps between target arrays—is that "moving" or not? Dropping the rifle from your shoulder and breaking cheekweld to visually locate a distant target—is that "moving" or not?

So, engage the safety or not...that is a personal call based on your gun handling and your willingness to risk a DQ from a discharge. I do not like seeing it as a rule because there is no way it can be handled consistently and fairly.
