Basically any Accidental Discharge would be deemed grounds for a disqualification. It would be my assumption if a competitor is firing at a target and the bullet hits the ground 10ft or further out, the competitor was firing at that target and no accidental discharge occurred. It would basically be assumed if the competitor is firing at a target and the bullet hits the ground within 10ft it is an accidental discharge and unsafe, resulting in a DQ unless it is caused from the result of a squib.
