Well since nobody was really sure I went ahead and straight to the source. I emailed John Amidon. I will just paste the reply.

This particular gun is not legal for Limited, it was ruled several years ago as

a prototype. An individual protested that ruling through the BOD, and the

BOD upheld the ruling of it being a prototype.

A prototype is one that has not met the requirements of a production number,

and a length of time available to the general public. At this time, nothing to my

knowledge, has changed that ruling.
