I use a hack saw. Take the blade loose and put it through the sight, and reassemble. This lets you use the top of the block as a guide to get a nice square cut. Then you can use a file to round off the sharp corners. Gives a nice flat, not mangled look, and you can use cold blue to turn the cut back black.

I've done a number with a dremel to good effect. Just take your time. The hand guard type you're going with is going to be the determining factor in how small the profile will need to be.

You can use a high heat paint (like for a barbecue grill) to finish them also.

If you use a dremel you may want to consider using a fiber reinforced cut off wheel. If you are doing this to replace the hand guard with a free float rail, make sure you do not have to change out the barrel nut.
