I've worked up loads using alot of different Hornady bullets including XTP's for both my handguns and rifles and have always gotten excellent advice/load data from the Hornady tech reps.

1-800-338-3220 and follow the menu commands.

I'd get it right from Hornady if it was for my needs .

The Hornady manual lists 20.4 gr of 296 as the max load so you are at or above max. You said the bullet will not go into the case far enough to use the cannelure closer to the bullet nose so you already answered that question, use the lower groove. Much safer that way also since you will lower the pressure slightly with less bullet seating depth.
