I have no experience with the Weaver, but I own the Vortex Viper PST 1-4 with uncapped turrets. To me, the mil ranging lines are next to useless because the lines & numbers are very small and difficult to see. However, I'm pretty impressed with the quality of the glass, there is a small amount of fisheye, but it's not distracting. The illumination on max setting (10) is hardly visable during the day, I was shooting today with partly sunny conditions, and sunglasses, and I could barely tell that the illumination was on. That said, the 1-4 is the 2nd Vortex scope that I own now, and I'm pretty impressed with the quality of glass, and the overall feel of the scope for it's pricepoint. Something else you might want to consider is the warranty on the Vortex, they have an unconditional, no questions asked warranty, you could run it over with your car, send it in, and they'll replace it - that in it's self is worth it to me.
Hope it helps.
