I have a 10mm match and had the same problem with a four of the mags I bought with it. I took mine apart and sprayed them with silicon. Then loaded them with ten rds and let them sit for a week. I was soon able to get 15rds in all 4 of mine. Cut 2/3 of the legs off the follower. If necessary bend the last coil of the spring so the follower/first round has the same angle as the feedlips. This should give to at least 16.
