Dire Straits

Here's the deal. After a shooter finishes a 32 round field course, the scorer says the hits and misses only add up to 31 rounds. The RO looks at the scoresheet and sees one target with only 1A and 2NS, and the RO says he remembers there was also a Mike. The shooter is not thrilled about this and calls for the RM, who decides the RO's recollection is acceptable. The shooter signs the scoresheet but later asks for a reshoot. Can he get a reshoot after he signed the scoresheet?
