DIY Serial Cable for the ProChorno?

If I was using a existing serial port on laptop or an external third party usb to serial interface would I have to place a 10k resistor between the TX and ground? I am getting an err on the ProChrono with pins 2,3 and 5 being used straight to TX,RX and ground. This is on 2 different laptops, one with a built in serial port and one and external USB to Serial adapter.
