" I've met Garcia a couple of times and he seems like a no-nonsense guy....not soft on criminals at all. Based on that, I think he meant he hopes no good guys will get hurt. We've seen an increase in the number of break ins in the last year or so and to date nobody has been hurt. Granted, it's hard to tell from the quote, but that's the way I read it.
