FranDoc
Two kinds of 'snow fence'. One is the wooden slats bound together with heavy wire. The other is the expanded orange plastic, sometimes referred to as 'contractor's fence'. I agree that I wouldn't want to use the wooden/wire stuff -- too much chance for ricochet. At least one club uses black plastic ground cover that goes under mulch to retard weed growth. That can be a little pricey, but it holds up to multiple hits. Depending upon the size of the array that you need to cover, slit open a large plastic 'lawn & leaf' bag so it's single thickness.

LJE
Black fiberglass "WEED GUARD" mat sold for landscaping use. 3 or 4 layers in front of a target will obscure the scoring areas very well. Used this in Area 8 championship matches with good results. Larry

Doug H.
Last weekend at Paul Bunyon in WA, they used classic (turtle) targets with white plastic garbage bags over the top as soft cover. Only the upper a/b panel of the metric shoot targets were still visable. The white bags had eyes painted on them for a ghostly look. Must have been thirty targets set up that way.
