Who knows what other holes were not the competitor’s? Rule 9.1.4 is pretty specific - if the score cannot be determined, it's a reshoot. The rules says: "... the Range Officer must judge whether or not an accurate score can be determined." Just having untaped holes by itself is not a grounds for reshoot.
