Not sure what you are using for reloading,but you may want to get some type of light to be able to see that you have powder in all cases or a powder cop die. Another thing is to try a bulkier powder that fills the case a bit more so that you can see and tell if it has powder or to much.

What powder?  I tried 700X in .38 wadcutters for PPC.  But sometimes when 2.5 grains was wanted, the old CH delivered 1 grain.  Never a zero load "squib" but after I had a couple of bullets hit a 7 yard target about a foot low, I changed to W231.

Many years ago actually had a guy show up to a local Pistol Match with what he claimed was his PPC loads, he shot a Revolver,  at 25 yards some of his bullets actually stuck in the target.  They did not have enough velocity to even penetrate cardboard.  I couldn't score some as they bounced off leaving only a small depression and I wouldn't score the ones that stuck in the target.

The rule says penetrate the target and backer.

 

My old club used aspenite for the backers and a number of people's ammo could go through the backer, they soon learned to use a bigger shovel for the powder.
