A USPSA club CANNOT impose its own rules in its USPSA matches in contradiction to USPSA rules without specific approval of the USPSA President.  Period.  End of story. 

True but the MD can chose what divisions will be allowed in the match.  So yes you could run matches under that rule.

Sometimes it really is that simple - you ask a question, and an RM or MD looks up the rule, and just like that the problem goes away.  Most of us show up to work matches wanting to do right by the competitors.  Really not even most of us, but virtually all of us....
