With the new USPSA rules eliminating the default start position of “hands relaxed at sides” the hands can be wherever the WSB defines or omits. For example, her left hand being in front would be totally fine if the WSB defined a hand position of “wrists below belt” which is very common these days. 
 

Knowing the rules is a good thing.
