Bad or good primer

I believe that red "paint" is just a sealer to help keep the anvil positioned properly in the primer cup before it is seated.  The anvil is the part with three "legs" that contact the bottom of the primer pocket as you seat the primer in a case.  It holds the priming mixture back against the primer cup as it is struck by the firing pin.  That is what causes the primer pellet to ignite. 

 

It looks like those anvils are fine, and once seated, the anvil will be held in place between the primer pocket and the primer cup. 

 

I'd try them to see what they do, but my guess is there will be no difference at all.  

 

If I had a large quantity missing the sealer, I would contact the manufacturer to see what they say.  Wouldn't want anvils falling out while I was trying to load them!
